Description Of Job

OIT ONLY RECRUITMENT: This recruitment is open only to current fulltime employees of the Office of Information Technology for the State of Colorado. Contractors currently engaged at OIT do not qualify as fulltime employees.

As our new GIS Developer, you will be focused on development activities related to creating interactive web maps and applications for collection, analysis, or distribution of spatial data. Development activities include: assessing current OIT GIS applications; determining application maintenance and accessibility needs; working with team members to understand requirements and identify improvements; working with team members to apply secure programming techniques using standards and best practices; performing unit testing, configuration management, source code control, deployment and release management; and providing support services as needed.

Some of the day to day duties include the following:

Develop, test, debug and maintain an array of custom web-based GIS applications, tools and supporting web services using standard software life cycle process.

Update and implement OIT GIS Accessibility Guidelines.

Develop application programming interfaces (APIs) to integrate systems and data sources.

Determine the best approach in the development of an application's code to meet current requirements and anticipate future enhancement needs.

Provide support, troubleshooting, modifications, enhancements and maintenance for existing GIS applications, scripts, tools and web services.

Ensure ongoing operations of GIS infrastructure (GIS services, applications).

Consult on new projects to determine best architecture for the app/workload and provide designs/recommendations.

Coordinate the installation and testing of applications programs and writing the documentation that describes the operating procedures for using them.

Use development and testing tools for application management; prepare reports; streamline business processes; explain and document project plans and processes.

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.

Minimum Qualifications

A minimum of two years of experience working in a GIS enterprise environment.

A minimum of two years of experience of ESRI application development ( AGOL, Portal, REST etc.)

Proven experience with JavaScript, C#, .NET, HTML/CSS, REST, JSON

Extensive experience with ArcMap, ArcGIS Pro, WebApp Builder/Experience Builder, ArcGIS API, Jupyter Notebooks, Azure DevOps, ArcGIS Experience Builder Developer

Experience developing medium to large-scale automated processes using Python

Extensive experience with the Web Content Accessibility Guidelines (WCAG) and mitigating maps, applications, and documents to comply with the WCAG guidelines

Experience with implementing and supporting ESRI’s Enterprise Software environment (Server, AGOL, SDE, Portal)

Ability to solve problems independently and offer leadership on solutions.

Ability to work in a collaborative team atmosphere.

Excellent customer service skills.

Stakeholder engagement and communication.

Substitutions

Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.

Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.

Preferred Qualifications

Four years of professional experience in an occupational field related to the work assigned to the position.

GISP Certification

Experience developing SQL queries

Familiarity with C++, Flex, Silverlight, Flash, Visual Basic

Familiarity with Mapbox, CARTO, QGIS, Geocortex, Leaflet, FME

Project management experience

Past government experience

Conditions Of Employment

OIT employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.

A pre-employment background check will be conducted as part of the selection process.

Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.

This position may require travel within the specified geographic area, and to locations across the state as needed.

Supplemental Information

If this posting indicates “remote from anywhere in CO” in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado.

While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position. A reasonable timeframe for relocation will be established on an individual basis, while considering business needs, and determining a start date.
